Just to be clear, this is just an announcement showing what the form WILL look like. The actual forms will apparently be posted on 31 March. They do not appear to be online now (I checked the SA corporate login as well as myProject).

The Obligations for Participation and Updated IEEE-SA Copyright Policy


The IEEE-SA has implemented a notification of the Obligations for Participation in IEEE Standards Development, which will be launched on 31 March 2010. This notification to all IEEE standards participants outlines the expectations for any person that participates in IEEE standards development. Participants may be required to acknowledge that they are bound by the Obligations for Participation in IEEE Standards Development prior to accessing IEEE-SA systems, e.g., myProject™ and myBallot™. The text of the Obligations is available on the preview site at http://standards.ieee.org/board/pro/2009changes-31Mar2010.pdf.


NOTE: After March 31, until you accept the Obligations for Participation agreement, you will no longer have access to IEEE-SA tools (for example myProject or myBallot) and will not be able to participate in the IEEE Sponsor ballot process.


Included in the launch on 31 March 2010 will be an update to the IEEE-SA Copyright Policy. The update is intended to address queries made by volunteers about the policy, and to ensure that all participants are aware of the responsibilities they have and the rights they grant to the IEEE with respect to contributions they make to IEEE Standards Projects. Clarifications to the policy were developed by the IEEE-SA Standards Board Procedures Committee, and approved by the IEEE-SA Standards Board and IEEE-SA Board of Governors.  The policy and supporting materials, including FAQs, will be available on 31 March 2010; however, previews of the material are available at http://standards.ieee.org/board/pro/2009changes-31Mar2010.pdf and the Copyright FAQs are available at http://standards.ieee.org/faqs/copyrightFAQ.html


The updated policy will be incorporated into Clause 7 of the IEEE-SA Standards Board Bylaws and Clause 6.1 of the IEEE-SA Standards Board Operations Manual on 31 March 2010.  The clauses in the Bylaws and Operations Manual consolidate the information that was available from different IEEE-SA policies, documentation, forms, and systems, while outlining clearly the types of contributions and related processes involved in submitting contributions to the IEEE standards development process.  

The policy addresses

a)   Contributions that are previously Published and those not previously Published
b)   Copyright ownership of original contributions versus ownership of the compilation (e.g., the draft or approved standard)
c)   Responsibilities of all participants, including the responsibility to understand and comply with the Copyright Policy
d)   A clear explanation of what rights are granted to the IEEE when a contribution is submitted, and the rights that the IEEE has once the standard is approved
