Actual agenda:
 * Jouni presented timestamp and late packet detection document:

 * Richard M. start discussion around whether late packets can
   be detected using other mechanisms.
 * Jouni agrees there are many ways to do that but they also
   require more tracking/state etc compared to "good timestamp
   window" comparison.
 * Brian T. points out that the presentation time can be beyond
   what the receiver can buffer and this should be taken into
   considerations when setting the window for the presentation
   time. Jouni agrees to note this in therevision of the
   presentation.
 * There is no way to dynamically negotiate the value and it is
   set "somehow". Arguments whether such value is entirely
   implementation detail. Jouni points out that both sender and
   receiver have to have same agreement on the algorithm for
   the timestamp and know the bounds.
 * Spec Draft D1.0 still on hold due some word->pdf conversion
   issues. Will be resolved asap. Commenting period starts
   immediately when the draft D1.0 is available and Jouni will
   also then announce the deadline for the first commenting
   period.
 * Jouni goes through the commenting process..
 * Question about required technical comments that have no
   solution proposal. Those are possible but in general there
   should be a solution proposal otherwise the editor has no
   good way to address the issue. One approach is to first
   come up  with a discussion papers as well going through
   the issue properly.
 * We hopefully have the first round of comments by the f2f
   meeting to go through.
 * For the 1904.3 TF meeting in June.. if there are guestions

 * We try to prototype remote participation to the TF
   meeting as well. Jouni will post more details later on
   (like the webex numbers).
 * Jouni tells the latest regarding merger of 1904.e 3 RoE TF
   and 1914 WG. The sponsor (ComSoc/SDB) of both WGs (1904 and
   1914) agreed the move of PAR 5/23/16. The PAR where RoE is
   under 1914 NGFI WG as P1914.3  will be considered at the
   29-Jun-2016 NesCom meeting.
 * Jouni reminds about the 1904.3 TF f2f document deadline,
   which should be 6/11/16 EOB PDT. Jouni already announced
   two inputs: 1) timestamps and late packets, 2) proposal
   for start of frame tracking.
